Ziggurat was never built. Funding cuts to Cardiff Bay Development Corporation bought in by John Redwood, then Secretary of State for Wales, who demanded many millions be cut from the corporations budgets.

Works like Ziggurat commissioned by Cardiff Bay Arts Trust on a percentage for Art basis were removed from Cardiff Bay budgets and the otherwise fruitful collaboration with Cardiff architects Anthony Hartley Associates ended.
